What happens is Dave Bowman is sucked into the monolith on Io. And it works kind of like a worm hole. He bears witness to all this other shit in the universe, other intelligence and planets etc. He transcends death and time and that's what all that trippy shit that's going on is. Then he becomes this ephemeral super intelligence, like a disembodied super mind that used to be human but is now pure evolved intellect. The star baby is made from him.
In 2010 he goes to earth to see his Mom and he also warns the other ship not to go to Jupiter to look for the monolith, but they do and get killed. All this is because there is other intelligence out in the universe and they use the monoliths to monitor the evolution of other beings and shit. The're responsible for turning Dave into the star baby. You never see them in either movie, but they're discussed in the later books if I remember correctly. Anyway they are in charge of the monolith, but even they don't know where it came from or how it got there or any of that. Anyhow the monoliths are a either a catalyst for or a barometer of intelligent life. That's why it's there for the monkey fight with the first tools, then it's on the moon to mark people's ability to travel in space. Then it's on Io.
BUT the message is because of nuclear weapons and human competition and violence we're not being allowed to proceed as a whole. Just Dave. He'll hang around and watch us and protect us from ourselves and maybe slowly enlighten everyone else and then at some point we'll all become the next thing, whatever that is.
